body
Fiscal Impact:
There is no anticipated fiscal impact associated with the recommended action. The grant amount approved by Caltrans as part of the 2023 California Active Transportation Program Cycle 6 Metropolitan Planning Organization, for the East Burnett Street Historical District Pedestrian and Bike Enhancement Project is $2,785,000. The proposed project was identified as a key project and awarded funding for all design and construction costs, with the City contributing less than 5% of the total costs, in the amount of $109,000 which will be accounted for from the CIP Reserve.
Background:
The California State Legislature established the California Active Transportation Program (ATP) to promote transportation through bicycling, walking, or skateboarding. Planning and promoting active transportation are recognized as critical components in developing and implementing sustainable community strategies, reducing greenhouse gas emissions, increasing public health, and making the region a more enjoyable environment. The implementation of ATP requires improvements to local streets to safely accommodate and attract bicyclists and pedestrians. These improvements may include the installation of bike lanes/routes, improved signage, pedestrian count-down heads, access ramps, sidewalks, signal timing revisions, lighting, streetscape improvements, and other modifications to create a safe and inviting community roadway.
The East Burnett Street Corridor, spanning from Walnut Avenue to the intersection of Dawson Avenue at Skyline Drive (the corridor transitions names east of Cherry Avenue), serves as a popular route for pedestrians and bicyclists, despite the absence of sidewalks and or pedestrian safety features, and the lack of bike lanes or signs. While this location is identified in the City’s General Plan Circulation Element’s Walkway and Trails for future construction and the Bike Master Plan as a Class 3 project, it currently lacks bike route or lane identifications for its entire length. In June 2022, The Public Works Department submitted the ATP Cycle 6 application for program funding for the East Burnett Street Historical District Pedestrian and Bike Enhancement Project. The project application highlighted features such as the new bike lanes that would expand local bikeway facilities, providing a designated route for safe travel on a low-volume street. The proposed bike lanes will connect to other existing and future bike corridors within the cities of Signal Hill and Long Beach.
Analysis:
The proposed project would improve East Burnett Street by closing the City’s walkway gaps, constructing new walkways with retaining walls, building new ADA ramps, and providing sidewalk lighting and landscaping. Specific improvements include construction of sidewalks on East Burnett between Gaviota Avenue and Cherry Avenue and landscaping alongside Class 2 Bike Lanes on East Burnett Avenue/Skyline Drive between Walnut Avenue and Dawson Avenue. This project would also reconstruct the roadway between Walnut Avenue and Cherry Avenue to enhance safety for pedestrians and cyclists. Overall, the proposed project would facilitate active transportation options, with connections to other walkways including the popular Hilltop Panoramic trail system, parks, schools, transit stops, City Hall, the Signal Hill Public Library, retail services, grocery stores, community centers, and other residential neighborhoods.
On June 28 and 29, 2023, the California Transportation Commission approved several active transportation-related projects under the 2023 Active Transportation Program. The City of Signal Hill’s East Burnett Street Historical District Pedestrian and Bike Enhancement Project was identified as a key project awarded funding for all design and construction costs with minimal, less than 5% contribution from the City. The total grant amount is $2,785,000 with a City match of $109,000.
Upon City Council approval, the City Manager and/or the Public Works Director would proceed to execute a Master Agreement with the Department of Transportation for project funding in the amount of $2,785,000 for the construction of East Burnett Street Historical District Pedestrian and Bike Enhancement Project. Approving the proposed agreement would also enable the City Manager and/or the Public Works Director to execute routine invoices and grant administrative documents through each phase of the project.
