Fiscal Impact:
The total fee waiver request is $390.00 for the use of all requested facilities and open space.

Background:
Staff received a facility fee waiver request from Alvarado Elementary School to hold their 5th grade picnic celebration private event, on Tuesday, June 11, 2024, in Signal Hill Park.
In May 2023, the Parks and Recreation Commission approved a facility fee waiver for Alvarado Elementary School to use the amphitheater and open space for their 5th grade field day and graduation. The Commission has historically approved this request, as the City and Long Beach Unified School District do not have an agreement or Memorandum of Understanding (MOU) in place establishing guidelines for mutual use of space.
Analysis:
Staff received a request from Alvarado Elementary School for a fee waiver for their 5th grade picnic private event on June 11, 2024 (Attachment A). The event is proposed to be held at the Signal Hill Park Open Space and Picnic Shelter #3. Alvarado Elementary is requesting a facility fee waiver for the use of the abovementioned spaces.
The City has a Waiver of Fees Policy which allows the City Council to waive fees based on the following criteria (Attachment B). The policy also provides for the Community Services Director to grant exceptions.
A. Applicant Must be a Signal Hill Resident. Proof of residency must be furnished to City staff.
B. Individual or Organization Must Have Nonprofit Status with the Internal Revenue Service. Proof of nonprofit status by the I.R.S. must be furnished to City staff.
C. Organization's Primary Focus Must be on Serving the Residents of Signal Hill. Proof of such service by way of programs, services or activities offered to the community must be provided.
D. Organization's Voting Board Must be Comprised of at Least 51% Signal Hill Residents.
Although the applicant does not meet all the listed criteria, Alvarado Elementary School has served the Signal Hill community since 1990. The City and the school have developed a collaborative relationship, working together to help better serve the youth in Signal Hill and surrounding community. Staff recommend approval of the facility fee waiver as requested.
