The cost of the facility fees, staff time, and supplies for the Springs of Hope Private Memorial Event is estimated at $1,185.00.

Background:

The Springs of Hope organization is a local non-profit organization whose mission is to provide hope to individuals dealing with transitions in life. The City received a request from Springs of Hope to hold a private memorial in the Signal Hill Public Library Community Room (History Room), Signal Hill Park Open Space, and Picnic Shelter No. 3 (Attachment A).

At its meeting of April 27, 2021, the City Council approved a request for a fee waiver submitted by Ms. Juanita S. Matthews, Executive Director of the Springs of Hope, and aunt of Mr. Ron Settles. The group submitted the request on behalf of the family of Ron Settles to hold a private memorial event to commemorate the 40th anniversary of his death. Springs of Hope has held private events at the Signal Hill Park Community Center and Signal Hill Public Library. These events took place in June of 2021, 2022, and 2023. On November 9, 2021, the City Council approved the designation of June 2 as the Ron Settles Day of Remembrance.

Analysis:

The Springs of Hope organization requested a waiver for the Signal Hill Policy 4.16, Waiver of Fees for City Facilities. Spring of Hope plans to hold its annual event, the Ron Settles Day of Remembrance on Sunday, June 2, 2024, at the Signal Hill Library, Signal Hill Park Open Space, and at Picnic Shelter No. 3, from 4:00 p.m. to 6:00 p.m. The organization applied for Use of Indoor City Facilities and included a letter of support detailing the event with a request to showcase the Ron Settles Memorial inside the History of Riches room. The Springs of Hope organization plans to add a memory piece that depicts Ron's life to the memorial during the event.

The City has a Waiver of Fees Policy which allows the City Council to waive fees based on the following criteria (Attachment B). The Policy also provides for the Community Services Director to grant exceptions.

A. The Applicant Must be a Signal Hill Resident. Proof of residency must be furnished to City staff.

B. The Individual or Organization Must Have Nonprofit Status with the Internal Revenue Service. Proof of nonprofit status by the I.R.S. must be furnished to City staff.

C. The Organization's Primary Focus Must be on Serving the Residents of Signal Hill. Proof of such service by way of programs, services or activities offered to the community must be provided.

D. The Organization's Voting Board Must be Comprised of at Least 51% Signal Hill Residents.

Although the applicant does not meet all four criteria listed, the applicant has a nonprofit status and offer services to the Signal Hill community. Given the historical significance of the individual being honored and the importance of promoting healing and restoration, along with the City Council's designation of June 2 as Ron Settles Remembrance Day, staff recommends making an exception. If approved by the City Council, this exception would allow for a full fee waiver and permit the use of the facility on Sunday, June 2, 2024.
