Background and Analysis:
1) At the May 28, 2024, City Council meeting:
• A student representative from Alvarado Elementary School gaveled the meeting to order and led the Pledge of Allegiance.
• City Council recognized the sponsors for the City Centennial.
• Mayor Woods presented a proclamation to City Clerk Daritza Gonzalez and Senior Deputy City Clerk Kim Boles in Recognition of Professional Municipal Clerks Week, May 5 through May 11, 2024.
• Mayor Woods presented a proclamation to the Community Development Department Building Safety Division in recognition of May as National Building Safety Month.
• Mayor Woods presented a proclamation to the Signal Hill Public Works Staff in recognition of Public Works Week, May 20-24, 2024.
• City Council introduced ordinances to adjust City Council, City Clerk, and City Treasurer compensation.
2) At the June 11, 2024, City Council meeting:
• A student representative from Alvarado Elementary School gaveled the meeting to order and led the Pledge of Allegiance.
• Traffic Officer Jimenez provided a presentation on the use and regulation of electric bicycles.
• City Council held a public hearing to adopt a resolution amending Conditional Use Permit 09-01, for the EDCO Recycling and Transfer Facility, to approve an Addendum to the 2009 EIR and an amended Facility Operations Agreement, and to introduce an Ordinance approving a Development Agreement.
• City Council held a public hearing to introduce an Ordinance approving Zoning Ordinance Amendment 24-02, amending Chapter 20.58 Signs of Title 20 of the Signal Hill Municipal Code.
• City Council adopted resolutions pertaining to the General Municipal Election to be held Tuesday, November 5, 2024.
• City Council adopted resolutions adopting the Annual Operating and Capital Budget for Fiscal Year 2024-25 and adopting the Annual Appropriations Limit for Fiscal Year 2024-25.
• City Council and Successor Agency adopted resolutions adopting its investment policy for public funds.
• City Council adopted resolutions approving Memoranda of Understanding with the Signal Hill Employees’ Association and the Signal Hill Police Officers’ Association, establishing salary and benefits for Management Personnel; adopting a city-wide pay schedule; amending salary ranges for hourly, part-time employees; and amending the Classification and Compensation Plan.
