RESOLUTION AMENDING THE CITY’S CONFLICT OF INTEREST CODE

summary

Summary:

Government Code Section 87300 et. seq., requires local governments to review their respective conflict of interest code to determine its accuracy or make amendments as necessary.  Staff recommends amending the City’s Conflict of Interest Code to update the list of designated employees. If approved, the recommended updates help to ensure consistency with the recently updated and City Council-approved Personnel Summary.

Strategic Plan Goal(s):

Goal No. 5                     High-Functioning Government: Strengthen internal communication, recruitment, retention, systems, and processes to increase the effectiveness and efficiency of City services.

recommendation

Recommendation:

Adopt the Resolution, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING RESOLUTION NO. 2023-07-6758, AMENDING THE CONFLICT OF INTEREST CODE FOR THE CITY OF SIGNAL HILL

body

Fiscal Impact:

There is no fiscal impact associated with the recommended action.

Background:

Under State law, all local agencies are required to adopt a conflict of interest code.  A conflict of interest code tells public officials, governmental employees, and consultants what financial interests they must disclose on their Statement of Economic Interests (Form 700). In 1992, the City adopted the Fair Political Practices Commission Conflict of Interest Code by reference. City staff review the City’s Conflict of Interest Code annually to determine if changes are needed.

At its June 11, 2024, meeting, the City Council approved the new classifications of Deputy Director of Parks, Recreation and Library Services and Assistant City Clerk. The City added the new classifications to the Citywide pay schedule, and the Personnel Summary as part of the Annual Budget for Fiscal Year 2024-25.

Analysis:

To ensure accuracy of the City’s Conflict of Interest Code, the list of designated employees is proposed to be updated as follows:

•                     Addition

o                     Deputy Director of Parks, Recreation and Library Services

•                     Title Update

o                     Senior Deputy City Clerk updated to Assistant City Clerk

If approved, the attached Resolution authorizes the revisions to the City’s Conflict of Interest Code to include the addition and title update referenced above (Attachment A).
