Summary:

The 33rd Street Water Main Replacement Project is part of the City’s ongoing efforts to replace over 15 miles of existing cast iron potable water pipelines citywide with ductile iron pipes. This project involved replacing approximately 2,690 linear feet of existing cast iron main with 12-inch and 16-inch diameter ductile iron water mains, 18 water service replacements, eight fire service replacements, 26 valve replacements and reconstruction of nine ADA curb ramps.

TTS Engineering Incorporated (TTS) completed work for the 33rd Street Water Main Replacement Project (Project No. 95.22003) to the satisfaction of the Public Works Department and in accordance with the project specifications. body

Fiscal Impact:

The 33rd Street Water Main Replacement Project was funded by the American Rescue Plan Act (ARPA) grant. In 2021, the City received $2,732,146 from ARPA. This project was approved for a total contract amount of $2,317,861, plus a contingency of $129,335.40, bringing the total project budget to $2,447,196.40.

Background and Analysis:

On November 14, 2023, the City Council approved a Public Works contract with TTS for the Project. The contract term was one hundred twenty (120) working days, for a not-to-exceed contract amount of $2,317,861, plus a 5.5% contingency of $129,335.40, consistent with the City’s Purchasing and Contracting Guidelines

The scope of work for this project included the following:

•                     Replacement of 2,690 linear feet of existing cast iron water main in place, with 1,390 linear feet of 12-inch diameter ductile iron water main and 1,300 linear feet of 16-inch diameter ductile iron water main.

•                     Twenty-six valve replacements

•                     Eighteen water service replacements

•                     Eight fire service replacements

•                     Nine ADA curb ramps.

The final contract amount, which includes a change order for additional scope of work and unforeseen field conditions, and final quantities approved by the Public Works Director during construction, totaled $2,446,811.50.

TTS completed the Project in conformance with the City’s specifications, including approval of final quantities. The City completed its final inspection on June 27, 2024. TTS completed the contract closeout, including approval of the final quantities. Based on the contractor’s successful completion of the Project, staff recommends adopting the proposed Resolution to declare final acceptance of the project.
