RESOLUTION IMPLEMENTING NO STOPPING AT ANY TIME ON THE SOUTH SIDE OF ELLIS AVENUE
summary
Summary:
The City Council will consider adopting a resolution to implement no-stopping at any time along the curb and shoulder of a portion of Ellis Avenue. This proposed measure aims to address resident and business concerns of illicit activities, littering, recreational or commercial vehicles parked for longer than 72 hours, and unpermitted loading and unloading, among other issues.
recommendation
Recommendation:
Adopt a resolution, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, IMPLEMENTING NO STOPPING AT ANY TIME ON THE SOUTH SIDE OF ELLIS AVENUE FROM GLADYS AVENUE TO THE CULDESAC AT ELLIS AVENUE
body
Fiscal Impact:
To optimize efficiency, the maintenance work would be performed in-house by the Public Works Department. Funds have been allocated within the FY 2024-25 Maintenance Operations budget to cover the costs associated with installing signs and placing curb markings for the parking restricted zones.
Strategic Plan Goals:
Goal No. 2 Community Safety: Maintaining community safety by supporting public safety services and increasing emergency preparedness.
Goal No. 4 Infrastructure: Maintain and improve the City’s physical infrastructure, water system, and recreational spaces.
Background and Analysis:
Over the past several months, Public Works staff and the Police Department have received requests to review both parking and illicit activity concerns on Ellis Avenue. Both departments have responded to multiple calls on Ellis Avenue and Gladys Avenue. These concerns include illegal activities at night, trash and littering, unpermitted loading and unloading, theft, non-resident vehicles parking for more than 72 hours at a time (including recreational and commercial vehicles), and vehicles blocking the roadway.
The requests and proposed changes were reviewed by the Traffic Safety Committee, which determined that implementing a no-stopping at any time was the most feasible solution to address the concerns. The restrictions for Ellis Avenue are detailed in Exhibit A, attached to the resolution. A summary of existing conditions and proposed changes on Ellis Avenue is provided below:
Ellis Avenue
Existing signage and curb:
• Street Sweeping Signage for the south and north side of Ellis Avenue on Mondays and Tuesdays, respectively, from 8:00AM to 12:00PM.
• Green Curb for 2 hour limited time parking approximately 60 feet southwest of the commercial driveway at the knuckle of Ellis Avenue
Proposed signage and curb:
• Install signage for “Tow Away - No Stopping at Any Time” along the southerly side of Ellis Avenue for all curb and shoulder between the commercial driveway at the knuckle of Ellis Avenue and approximately 180 feet southwest measured along the southerly right-of-way line.
• Remove conflicting street sweeping signage and green curb on the south side of Ellis Avenue.
• Paint new red curb in areas with existing concrete curb within the same limits as above.
Section 10.28.150 authorizes the City Council to make changes or restrictions to parking and reads as follows:
10.28.150 Authority to prohibit or restrict parking.
A. The city council may by ordinance or resolution prohibit or restrict the parking or standing of vehicles on any street or highway within the city, or any portion thereof during all or certain hours of the day; provided, however, that such regulations, insofar as they apply to state highways, shall not be effective until they have been submitted to and approved in writing by the Department of Public Works.
Staff is recommending approval of the resolution to implement the proposed changes and allow the Police Department to enforce the parking restrictions at all hours within the designated areas and remove nuisance vehicles if necessary. These changes are expected to alleviate issues with trash, theft, and other illicit activities. Public Works staff will determine the amount and location of signage required, and enforcement will commence once all signage installation is complete within the street segment.
