Background and Analysis:

A biennial recruitment for City commissions, as defined in Article VI of the Signal Hill City Charter, is conducted in the spring of odd-numbered years following the City’s General Municipal Election.  Article VI of the City Charter specifies the criteria for appointment and terms, meetings, compensation, vacancies, and gives a general description of each commission’s powers and duties.

Commissioner Vacancy

At its meeting of June 1, 2021, the City Council reappointed Christopher Wilson to the Planning Commission serving a term expiring May 31, 2025.

On June 13, 2024, Commissioner, Christopher Wilson submitted a letter of resignation from the Planning Commission, effective July 1, 2024, due to relocating outside of the City (Attachment A).

Charter Section 602 of Article VI states the following regarding appointive boards and commissions:

The members of each of such boards or commissions shall be appointed by the Mayor, with the approval of the City Council.

Based on past practice, staff recommends the City conduct a formal recruitment to fill the vacancy and proposes the following recruitment schedule:

•                     The City will open the Planning Commission recruitment from August 30 - September 20, 2024.

•                     The City Council will conduct interviews at its regular City Council meeting of October 8, 2024, if there are ten or fewer applicants; otherwise, City Council will select an alternative interview date.
