Background and Analysis:
On July 23, 2024, the City Council awarded a Public Works contract to MAJ Engineering (MAJ) for construction of new ADA-compliant curb ramps at various locations throughout the City. The scope of work included the installation of ramps, adjustments to the existing manholes, the removal and reconstruction of approximately 750 linear feet of concrete cross gutters, reconstruction of curb and gutter, and approximately 650 square feet of sidewalk adjacent to the new ramps. The specific locations of the newly constructed ADA ramps are as follows:
1. Southeast corner of 19th Street and Junipero Avenue.
2. Northeast corner of 19th Street and Junipero Avenue.
3. Southwest corner of 20th Street and Junipero Avenue.
4. Southeast corner of 20th Street and Dawson Avenue.
5. Northwest corner of 20th Street and Stanley Avenue.
6. Northeast corner of 20th Street and Stanley Avenue
7. Southwest corner of 19th Street and Stanley Avenue
The contract term was established for 30 calendar days, with a not-to-exceed amount of $135,814 and a 10% contingency in accordance with the City’s Purchasing Guidelines. The complexity of the project, particularly the steep grades in areas adjacent to some of the ramps, resulted in unforeseen conditions that required additional work. On October 22, 2024, the City Council approved a change order in the amount of $8,490 to address these unforeseen conditions. The appropriation provided funding for the removal of additional curbs and gutters was necessary to achieve the required grades for proper installation.
The final contract amount, as approved by the Public Works Director, totaled $157,885. Following the completion of construction, the project underwent a final inspection and approval of final quantities, concluding successfully on October 28, 2024.
Based on the contractor's satisfactory performance and compliance with project specifications, staff recommends the City Council adopt the proposed resolution formally declaring the final acceptance of the project.
