Fiscal Impact:
The total cost of the Playground Surface Replacement Project (“Project”) (No. 80.25002) was $132,625.00; the project utilized CIP Reserves.
Background and Analysis:
On September 24, 2024, the City Council awarded a Public Works contract to Spectraturf for the demolition and reinstallation of a new playground surface at Signal Hill Park. The scope of the work included the demolition of the existing playground surface, the installation of the new playground surface, hauling and disposal, diversion of recyclable waste materials and third-party HIC, and G-Max testing.
The contract term was established for 14 Calendar Days with a not-to-exceed amount of $132,625.00 and a 10% contingency, in accordance with the City’s Purchasing Guidelines. On December 16, 2024, Spectraturf began work and was scheduled to complete the project by December 30, 2024. However, due to unforeseen weather conditions, the Public Works Director/City Engineer, pursuant to City Council approval, authorized an extension totaling nine days to complete the project. Following the completion of the installation of the new playground surface, the project underwent a final inspection and was completed successfully on January 8, 2025.
Based on the contractor’s satisfactory performance and compliance with project specifications, staff recommends the City Council adopt the proposed resolution formally declaring the final acceptance of the project.
