Fiscal Impact:
The City’s adopted Fiscal Year 2025-26 Budget includes an allocation for flags for the Commemorative Flag program, which is sufficient for the proposed new flags and the replacement of flags that are being considered for the 2026 calendar year. The estimated cost to produce a new flag, including three copies of each design, is approximately $300.
Background and Analysis:
At its November 13, 2025 meeting, the City Council directed staff to prepare a resolution memorializing the commemorative flags selected for display in the 2026 calendar year. The City Council further directed staff to include the observance of the 250th Anniversary of the United States, to be celebrated on July 4, 2026, and World Kindness Day on November 13, 2026, in the commemorative flag schedule. The newly proposed flags will need to be produced for the observances not currently represented in the City’s inventory; however, the remaining commemorative flags are already in stock. Below is a description of the origin and significance of these observances:
World Kindness Day
The World Kindness Movement (WKM), the founder of World Kindness Day, is a legally registered not-for-profit organization with no political, commercial, or religious affiliations. The organization emerged from a conference held in Tokyo on September 20, 1997, where Japan convened like-minded kindness organizations from around the world for the first time. World Kindness Day is intended to promote global goodwill, compassion, and acts of kindness across communities. There is no official World Kindness flag, but staff will prepare and present design options for the City Council’s consideration.
250th Anniversary of the United States
2026 marks the 250th anniversary of the founding of the United States, a milestone commemorating the signing of the Declaration of Independence in 1776. This historic celebration provides an opportunity for communities nationwide to reflect on the nation’s history, honor its ongoing pursuit of democratic principles, and recognize the cultural and civic contributions that have shaped the country over two and a half centuries. The official design for the 250th Anniversary of the United States flag is available for use.
The City Council further directed staff to ensure that the 2026 flag display schedule includes observances that highlight and support cultural and ethnic diversity, advancing the City’s commitment to inclusivity and representation. As a result of the City Council’s direction and recommended updates, the 2026 flag display schedule now comprises eight commemorative flags. The proposed 2026 Commemorative Flag Display Schedule is shown in Attachment C.
