The Director’s Report provides updates on activities and actions related to the Parks, Recreation and Library Services Department and provides the Parks and Recreation Commission with information about City Council direction; status on park projects; and other programs and services.

Goal No. 4:                     Maintain and improve the City’s physical infrastructure, water system, and recreational spaces.

Goal No. 5:                     Strengthen internal communication, recruitment, retention, systems, and processes to increase the effectiveness and efficiency of City services.

Updates and Analysis:

 

CITY COUNCIL

At the September 9, 2025, City Council Meeting:

                     Librarian Gelli Nocon provided a presentation about scheduled programming to commemorate Hispanic Heritage Month.

                     A representative from Rancho Los Cerritos provided a brief overview of the Ranchos Walk.

                     Community Development Director Colleen Doan introduced the new Code Enforcement Officer, Gus Alonso.

                     A representative from the Los Angeles County Sanitation District provided an update on the County’s ongoing Spring Street pumping plant facility improvements project.

                     City Council approved a relocation plan and a budget adjustment to assist the tenants of 1975 East 21st Street and 2107 Cherry Avenue.

                     City Council discussed the potential designation of an annual Jessie Nelson Day of Remembrance; further development of this item will be discussed at a future meeting.

 

At the September 23, 2025, City Council Meeting:

                     Mayor Jones presented certificates to the 2025 Signal Hill Leadership Academy graduates.

                     Student representatives from the American University of Health Sciences provided a presentation on obesity in children.

                     City Council authorized the City Manager to enter a Master Agreement with the Department of Transportation for the Citywide Transportation Enhancement Project and the Willow Street/Cherry Avenue Corridors Collision Reduction Project.

                     City Council authorized the City Manager to enter into an agreement with W.G. Zimmerman Engineering for the East Burnett Street Historical District Pedestrian and Bike Enhancement Project.

                     City Council adopted a resolution authorizing carryover appropriation from the Fiscal Year 2024-2025 operating expenditure budget and capital improvement plan budget to Fiscal Year 2025-2026 budget.

                     City Council authorized the City Manager to enter into a Public Works Contract with Westover Controls Corporation for the Police Department HVAC system upgrade.

 

PARK PROJECTS

Civic Center Master Plan - Phase I (Amphitheater)

The Civic Center Master Plan (Plan) was approved and adopted by City Council at the August 27, 2024 meeting.

 

In September 2024 staff-initiated Phase I of the Civic Center Plan and released a request for proposals (RFP) for the architectural and engineering design services for the amphitheater project (Phase I) and awarded a contract in December 2024. City staff and the consultants presented a conceptual design for the amphitheater at the May 27, 2025, City Council meeting.  Groundbreaking for the project is anticipated in fall 2025, with project completion by the end of the 2026 calendar year.
