Background and Analysis:
1) At the February 24, 2026, City Council meeting:
• City Council presented a Black History Month Spotlight Award to Civil Service Commissioner Diana Phillips.
• City Council approved changes to the structure of ad hoc Committees.
• City Council approved a resolution amending the Fiscal Year 2025-26 Budget.
• City Council scheduled the Budget Workshop for Tuesday, May 19, 2026.
2) At the March 10, 2026, City Council meeting:
• City Manager Carlo Tomaino introduced Community Development Director Greg Kapovich.
• City Council authorized a lease agreement between the City of Signal Hill and Clear Channel Outdoor, LLC for the removal of the existing City-owned billboard and installation, operation, and maintenance of a new digital billboard at 3100 California Avenue.
• City Council authorized staff to submit the General Plan Annual Progress Report and the Housing Successor Annual Report to the Governor’s Office of Land Use & Climate Innovation and to the State’s Department of Housing and Community Development.
