Background
The Parks, Recreation and Library Services Department has an existing set of policies and procedures that provide a systematic approach to conduct department business. Staff reviewed the existing Policies and identified that they need to be updated to provide clarification and match current operating procedures.
At the meeting of November 2025, the Parks and Recreation Commission requested a review of the existing policy governing fee waivers. In February 2026, staff brought forward an item to the commission for discussion. The Commission provided additional feedback for consideration including the addition of organization categories to be considered for fee waivers or reduced fees; establishing eligibility criteria for organizations; and types of fees applicable for a waiver.
On May 12, 2026, City Council approved the updated Policy 4.16 Request for Modified Fee or Fee Waiver Request for Use of City Facilities. At the meeting of June 23, 2026, the City Council approved the Uniform Schedule of Fees, which reflects the updates to the existing policy.
Analysis:
The purpose of updating policy 4.16 is to reflect the policy updates that City Council approved on May 19, 2026 and match the City’s Uniform Schedule of Fees for organizational definitions to qualify as a Tier 1 or Tier 2 category. Teir 1 includes four organizational categories to qualify for a full fee waiver and Teir 2 includes three organizational categories that allow for a reduced fee. Eligibility requirements are detailed in the policy (Attachment A).
