Summary:
On June 10, 2025, the City Council awarded a contract to Southland Roofing, Incorporated (Southland) for the Citywide Roof Replacement Project. The project included the removal and replacement of roofing systems at City Hall, the City Yard, and the Youth Center, addressing facilities identified in the City’s Facility Master Plan as requiring priority improvements due to aging conditions and recurring leaks. Southland performed the scope of work in compliance with the project plans and specifications and to the satisfaction of the Public Works Department. Staff is requesting the City Council declare final acceptance of the Citywide Roof Replacement Project for a final contract amount of $869,398.66 and to direct staff to record a notice of completion with the Los Angeles County Registrar Recorder’s office and thereafter process the retention release on the contract.

1. Accept the work in conformance with the plans and specifications for the Citywide Roof Replacement Project in accordance with the contract entered into between Southland Roofing Incorporated, and the City of Signal Hill, and authorize the City Manager to execute the Notice of Completion; and
2. Direct staff to record the notice of completion with the Los Angeles County Registrar Recorder’s office.

Fiscal Impact:
The City’s Fiscal Year 2025-26 budget for the Citywide Roof Replacement Project is $944,069.50. The City Council awarded a contract to Southland Roofing Incorporated for the project in the amount of $858,245 and authorized a contingency of $85,824.50, for a total not-to-exceed amount of $944,069.50. The final construction contract amount was $869,398.66.
Background and Analysis:
On June 10, 2025, the City Council awarded a Public Works contract to Southland Roofing Incorporated for the Citywide Roof Replacement Project. The project included the removal and replacement of roofing systems at City Hall, the City Yard, and the Youth Center, addressing facilities identified in the City’s Facility Master Plan as requiring priority improvements due to aging conditions and recurring leaks. The scope of work generally consisted of demolition of existing roofing materials, installation of new roofing systems, flashing and waterproofing improvements, and associated repairs necessary to restore the integrity and functionality of each facility roof.
During construction, the contractor encountered weather-related delays that impacted the project schedule. As a result, staff authorized a Contract Change Order to extend the contract time to account for non-working days associated with unforeseen weather conditions, with no change to the contract amount. In addition, staff issued a supplemental change order to compensate the contractor for authorized weekend roofing activities performed at City Hall to minimize disruptions to City operations and employees temporarily utilizing the Council Chambers as a workspace during the City Hall Renovation Project. Performing portions of the roofing work during weekends helped reduce potential disruptions associated with construction noise, odors, and roofing installation activities during regular business hours and public meetings held within the Chambers. The final contract amount totaled $$869,398.66.
Following the completion of construction, the project underwent a final inspection and approval of final quantities, concluding successfully on May 4, 2026. Based on the contractor’s satisfactory performance and compliance with project specifications, staff recommends the City Council declare the final acceptance of the project. Upon final acceptance, staff would record a notice of completion with the Los Angeles County Registrar-Recorder’s office and process the retention release on the contract.
