Staff received a request from the Signal Hill Chamber of Commerce ("Chamber") for a fee waiver for the use of the Signal Point Terrace for the Meet the City Luncheon which will take place on Thursday, April 20, 2023 from 9:00 a.m. to 3:00 p.m. (Attachment A).

Review and approve a waiver of facility fees for use of Signal Point Terrace and supplies by the Chamber of Commerce.

The request totals $1,300.00 for the waiver of facility use:
The Chamber has also requested the use of an additional 10 rectangle tables for the event.
Analysis:
In anticipation of this event, the Chamber submitted a request for a fee waiver to hold the 2023 Meet the City event at the Signal Point Terrace. The date and time of the proposed event is scheduled for Thursday, April 20, 2023 9:00 a.m. - 3:00 p.m.
The City's Waiver of Fees Policy allows the City Council to waive fees based on specific criteria (Attachment B):
A. The applicant must be a Signal Hill resident: Proof of residency must be furnished to City staff.
B. The individual or organization must have nonprofit status with the Internal Revenue Service: Proof of nonprofit status by the I.R.S. must be furnished to City staff.
C. The organization's primary focus must be on serving the residents of Signal Hill: Proof of such service by way of programs, services or activities offered to the community must be provided.
D. The organization's voting board must be comprised of at least 51% Signal Hill residents.
The policy also provides for exceptions, if needed, to be made by the Community Services Director.
The Signal Hill Chamber of Commerce is focused on advancing the general welfare of the community so that its citizens, businesses, and civic organizations can flourish. The Meet the City Luncheon will allow City staff and officials to share information on upcoming projects and priorities with the business community. The City will participate in this event, and therefore recommend for this request to be approved.
