Summary:
The City Council will consider adopting a resolution authorizing the City’s continued participation in the Federal Community Development Block Grant Program (CDBG) by entering into a Cooperation Agreement with the Los Angeles County Development Authority (LACDA). The proposed Cooperation Agreement would enable LACDA to administer the program for Fiscal Years 2027-29, effective July 1, 2027, to June 30, 2030. Adopting the resolution would allow the City to receive CDBG funds for future years. LACDA acts as the intermediary between the United States Housing and Urban Department (HUD) and the City in the distribution of CDBG funds. Each year, the City receives approximately $63,000 in CDBG funds to support various programs.

Fiscal Impact:
Adopting the resolution would allow the City to receive CDBG funds for the next three years, effective July 1, 2027, through June 30, 2030, for various programs.

Background:
President Gerald Ford enacted the CDBG Program through the Housing and Community Development Act of 1974; the program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities. The City of Signal Hill receives an allocation of CDBG funds from LACDA that the City designates to fund various programs through a public hearing process and City Council approval. The Federal government established the CDBG Program to provide communities with resources to address a wide range of unique community development needs, including but not limited to addressing slum and blighted conditions, assisting or benefiting low and moderate-income families, or to meet the needs of special population groups such as senior citizens and individuals with a disability in compliance with the ADA requirements. The City has historically utilized CDBG funding for the Americans with Disabilities Act Street and Sidewalk Improvement Program and the Senior Food Distribution program.
Analysis:
The City partners with LACDA to participate in the CDBG program. LACDA qualifies as an urban county as defined under HUD and receives allocations of CDBG Program funds on behalf of 47 participating cities within the Los Angeles Urban County area and all unincorporated County areas. On June 2, 2026, staff received a letter from LACDA inviting the City to participate in the LACDA CDBG program for Fiscal Year 2027-29 (Attachment A).
The proposed Cooperation Agreement designates the County (acting through LACDA) to administer funds and handle all Federal regulatory responsibilities on the City’s behalf. The proposed agreement would allow the City to participate in the County’s Urban County CDBG Program for Fiscal Years 2027-2029 (Urban County Program), with LACDA acting as the County’s agent, and shall remain in effect for Fiscal Years 2027-2029. LACDA must requalify with HUD every three years and enter into a new Cooperation Agreement with participating cities.
If the City Council approves participation in the program, staff would return at a later date with proposed programs that would qualify under the terms of agreement and CDBG requirements and adhere to all public hearing requirements. Staff recommends the City adopt a resolution to continue participating in the program and approve entering into the Cooperation Agreement for a three-year period for FY 2027-29, effective July 1, 2027, through June 30, 2030, (Attachment B) to authorize implementation of the program. Staff also prepared a Resolution authorizing the City Manager to sign the Cooperative Agreement, thereby effectuating the City’s participation in the program l (Attachment C).
