SUBJECT: RESOLUTION APPOINTING CANDIDATES FOR CITY COUNCIL OFFICES AND CANCELLING THE GENERAL MUNICIPAL ELECTION FOR TWO (2) CITY COUNCIL MEMBERS, CITY CLERK, AND CITY TREASURER SCHEDULED FOR NOVEMBER 3, 2026
Summary:
The City Council will consider adopting Resolution 2026-08-6962, appointing the qualified candidates for the offices of: Two (2) City Council Members, City Clerk, and City Treasurer in lieu of an election pursuant to California Elections California Elections Code § 10229 and cancelling the General Municipal Election for said offices.

Recommendation:
1. Adopt Resolution No. 2026-08-6962, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, PROVIDING FOR APPOINTMENT TO THE OFFICE OF TWO (2) CITY COUNCIL MEMBERS, CITY CLERK, AND CITY TREASURER THAT WERE TO BE ELECTED ON NOVEMBER 3, 2026; AND CANCELING THE ELECTION FOR SAID OFFICES
2. Direct the City Clerk to present Certificate of Appointment In Lieu of Election to Tina L. Hansen, City Council Member, Keir Jones, City Council Member, Daritza Perez, City Clerk, and David A. Hopper, City Treasurer; and
3. Direct the City Clerk to swear the appointee(s) into office, with term officially beginning after the November 3, 2026, General Municipal Election.
Fiscal Impact:
The estimated cost of holding a General Municipal Election for two (2) City Council Members, the City Clerk, and the City Treasurer is approximately $39,735.43. Canceling the election would have a positive fiscal impact by eliminating the need for this expenditure.
Background:
The City Council adopted Resolution No. 2026-06-6939 Council on June 9, 2026, calling a General Municipal Election to be held on November 3, 2026, to elect at- large two (2) City Council Members, City Clerk, and City Treasurer. The nomination period opened on July 13, 2026, and closed on August 7, 2026, at 5:00 p.m. During the nomination period, only two (2) candidates for City Council Member, one (1) candidate for City Clerk, and one (1) candidate for City Treasurer were officially nominated, meeting the requirement of the nomination papers signed by at least 20 qualified registered voters. The qualified candidates for these offices are:
Tina L. Hansen, City Council Member
Keir Jones, City Council Member
Daritza Perez, City Clerk,
David A. Hopper, City Treasurer
Analysis:
On August 11, 2026, pursuant for California Elections California Elections Code § 10229, a “Certification That There Are Not More Candidates Than Offices To Be Elected” was forwarded to the members of the City Council by the City Clerk. In accordance with the Elections Code, the City caused the publication of a notice of these facts in the local newspaper of general circulation on August 14, 2026, at least five days prior to this meeting.
Under these circumstances, the City Council may either appoint the nominated candidate(s) and cancel the election or direct that the election nonetheless be held. If the election is not canceled, the Office of the City Clerk would accept write-in candidates during the period of September 7 through October 20, 2026.
If the City Council chooses to appoint the nominee(s) and cancel the election for
two (2) City Council Members, City Clerk, and City Treasurer, it is appropriate to direct the City Clerk to present the appointee(s) with a Certificate of Appointment and swear them into office; with the official terms beginning after the November 3, 2026, General Municipal Election.
Next Steps:
If passed, approved, adopted by City Council, staff would send Resolution 2026-08-6962 to the Los Angeles Registrar- Recorder/ County Clerk elections official providing notice of a cancelled election. Staff would also administer the oath of office and present Certificates of Appointment to each candidate.
