Summary:

 

The City has received complaints of resident and business concerns of illegal activities at night on the 2100 block of Gundry Avenue and the 1500 Block of 21st Street (21st Street between Gundry Avenue and Walnut Avenue), littering, dumping, and pollutant spills, stemming from non-resident vehicles parked for longer than 72 hours in violation of the Signal Hill Municipal Code. Staff recommends the City Council consider adopting a resolution to implement no overnight parking restrictions from 10:00 p.m. to 5:00 a.m. on a segment of Gundry Avenue and one block of 21st Street to address

Recommendation:

 

Adopt a resolution, entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, IMPLEMENTING OVERNIGHT PARKING RESTRICTIONS BETWEEN THE HOURS OF 10:00 P.M. AND 5:00 A.M. ON GUNDRY AVENUE FROM 2111 GUNDRY AVENUE TO 21ST STREET AND ON 21ST STREET FROM GUNDRY AVENUE TO WALNUT AVENUE

Fiscal Impact:

 

There is no significant fiscal impact associated with the recommended action. Funds to cover the labor and material costs to install the signs or place curb markings for the restricted-time parking zone are estimated at $1,200 and are available in the FY 2025-26 Maintenance Operations budget.

 

Background and Analysis:

 

Over the past several months, Public Works and the Police Department staff have received requests to review both parking and illicit activity concerns on the 2100 block of Gundry Avenue and the 1500 Block of 21st Street (21st Street between Gundry Avenue and Walnut Avenue). Both departments have fielded multiple calls to Gundry Avenue and 21st Street regarding concerns, including illegal activities at night, trash and littering, hazardous spills, and abandoned property stemming from non-resident vehicles parking for more than 72 hours at a time (including recreational and commercial vehicles). Currently, 21st Street remains closed to through traffic due to the issues with nuisance vehicles. There are no businesses or residences along this stretch of 21st Street.

 

Due to the foregoing concerns, during its June 25, 2025, meeting, the City’s Traffic Safety Committee group reviewed the requests and proposed changes and determined that no-overnight parking restrictions are the best solution. The proposed restrictions would allow the Police Department to cite or tow vehicles parked that violate designated hours. Staff has provided a summary of existing conditions and proposed changes to each street segment as shown on Exhibit A to the Resolution and further outlined below:

 

Gundry Avenue

 

Existing signage:

                     Street Sweeping Signage for the west and east side of Gundry Avenue on Wednesdays and Fridays, respectively, from 4:00 a.m. to 8:00 a.m.

 

Proposed signage:

                     Install signage on the easterly and westerly curbs for “Tow-Away No Overnight Parking from 10:00 p.m. to 5:00 a.m., Everyday” starting from 21st Street then north ending at a distance of 285 feet near the northerly property line at 2111 Gundry Avenue.

 

21st Street

 

Existing signage:

                     “No Stopping Anytime” Signage along the south curb of 21st Street from Gundry Avenue to Walnut Avenue.

 

Proposed signage:

                     Install signage for “Tow- Away No Overnight Parking from 10:00 p.m. to 5:00 a.m., Everyday” for the northerly curb of 21st street between Gundry Avenue and Walnut Avenue.

 

State and Local Authority

 

California Vehicle Code Section 22507, and Signal Hill Municipal Code (“SHMC”) Section 10.28.150(A) authorizes the City Council to, by Resolution, prohibit or restrict parking or standing vehicles on any street within the City, or any portion thereof during all or certain hours of the day.

 

Specifically, SHMC 10.28.150 provides verbatim as follows:

 

“10.28.150 Authority to prohibit or restrict parking.

 

A.                     The City Council may by ordinance or resolution prohibit or restrict the parking or standing of vehicles on any street or highway within the city, or any portion thereof during all or certain hours of the day; provided, however, that such regulations, insofar as they apply to state highways, shall not be effective until they have been submitted to and approved in writing by the Department of Public Works.”

 

Pursuant to subsection (B) of SHMC 10.28.150, the resolution also provides that the Public Works Department shall install appropriate signage on the affected segments of Gundry Avenue and 21st Street, reflecting the updated overnight parking restrictions.

 

Recommendation:

 

Staff recommends approval of a Resolution to implement the proposed changes and allow the Police Department to enforce the parking restrictions at later hours of the night and cause removal, if necessary, of nuisance vehicles. The changes would also alleviate issues with trash, noise, and other illicit activities. Public Works staff would determine the amount and location of signage required; enforcement would commence once all signage installation is complete within each respective street segment.
