Summary:
The Director’s Report provides updates on activities and actions related to the Parks, Recreation and Library Services Department and provides the Parks and Recreation Commission with information about City Council direction; status on park projects; and other programs and services.

Goal No. 4: Maintain and improve the City’s physical infrastructure, water system, and recreational spaces.
Goal No. 5: Strengthen internal communication, recruitment, retention, systems, and processes to increase the effectiveness and efficiency of City services.

Updates and Analysis:
CITY COUNCIL
At the June 9, 2026 City Council Meeting:
• Police Chief Brad Kenneally swore in newly promoted Sergeant Delia Martinez.
• Chief Engineer and General Manager Robert Ferrante from the Los Angeles County Sanitation District provided a presentation overview of the proposed five-year rate increase for District #29.
• City Council adopted Resolution No. 2026-06-6936 updating the citywide Development Impact Fee Nexus Fee Study and Capital Improvement Plan and establishing a fee schedule for development impact fees for Traffic, Parks and Recreation, General Government Facilities, Police, Water and Program Administration.
• City Council approved the award of contract for jail services, park security, and parking enforcement service to Allied Universal Protection Services.
• City Council approved the Heritage Square Disposition and Development Agreement.
• City Council approved the Public Works Services agreement for Street Pavement Maintenance Services Master Agreement.
At the June 23, 2026 City Council Meeting:
• Recreation Coordinator Erendira Hernandez made a presentation on the 250th Anniversary Event Celebration.
• Deputy City Manager Yvette E. Aguilar introduced new Deputy Director of Parks, Recreation & Library Services Department, Ricardo Veloz.
• City Council adopted a resolution adopting the 2025 Urban Water Management Plan.
• City Council adopted resolution approving and adopting the Uniform Schedule of Service Fees and Charges.
PARK PROJECTS
Civic Center Master Plan - Phase I (Amphitheater)
The Civic Center Master Plan (Plan) was approved and adopted by City Council at the August 27, 2024 meeting.
In September 2024 staff-initiated Phase I of the Civic Center Plan. City staff and consultants presented a conceptual design for the amphitheater at the May 27, 2025, City Council meeting. On November 25, 2025, the City Council approved a contract with CABD for the construction of the amphitheater. Construction work began in January 2026 and project completion is anticipated at the end of the 2026 calendar year.

Community Garden at Signal Hill Park The Department is responsible for 23 rentable plots in the Community Garden. Staff have been working on keeping the plots free of weeds. In January, we launched our garden workshops, which happen twice a month. |
