Summary:

 

The City’s Sidewalk Maintenance Program is an ongoing initiative that proactively addresses and prevents trip-and-fall incidents on public sidewalks within the City’s right-of-way, often caused by aging infrastructure, ground settlement, and tree root growth. The Sidewalk Maintenance Program establishes a proactive approach to repairing City sidewalks, ensuring that sidewalks remain safe, accessible, and compliant with current ADA standards. The City implements an Annual Sidewalk Repair Project, which is part of the City’s ongoing efforts to repair and replace sidewalks throughout the community.

 

On March 11, 2025, the City Council awarded Phase I of the Fiscal Year (FY) 2024-2025 Sidewalk Repair Project to Gentry General Engineering, Incorporated (Gentry) for the removal and replacement of approximately 3,200 square feet of damaged sidewalk. Gentry successfully completed the scope of work for Phase I of the Sidewalk Repair Project (Project No. 90.25007) in accordance with City standards, ADA guidelines, and the approved project specifications, to the satisfaction of the Public Works Department. Staff is requesting the City Council declare final acceptance of Phase I of the FY 2024-2025 Sidewalk Repair Project for a final contract amount of $49,413 and direct staff to record a Notice of Completion with the Los Angeles County Recorder’s office and thereafter process the retention release on the contract.

Recommendation:

 

1.                     Accept the work in conformance with the plans and specifications for the Sidewalk Repair Project in accordance with the contract entered into between Gentry General Engineering, Incorporated and the City of Signal Hill, and authorize the City Manager to execute the Notice of Completion; and

 

2.                     Direct staff to record the Notice of Completion with the Los Angeles County Registrar-Recorder’s office.

Fiscal Impact:

 

There is no fiscal impact associated with the recommended actions in this report.

 

The budget for Phases I and II of the Sidewalk Repair Program for FY 2024-2025 is $80,000 (Project No. 90.25007) and utilizes funding from RMRA-SB1 (Fund 238) and Measure R (Fund 236). The contract for Phase I was awarded to Gentry for $49,413. The final amount of the contract for Phase I totaled $49,413. The remaining portion of the budget was utilized during Phase II, which is under a separate contract.

 

Background and Analysis:

 

The City’s Sidewalk Maintenance Program guides efforts to identify, prioritize, and repair public sidewalks that pose potential trip hazards due to aging, settlement, or root intrusion. The Program’s primary goal is to establish a proactive approach to sidewalk repair, ensuring compliance with current ADA guidelines. The Sidewalk Maintenance Program consists of three key components: sidewalk inspections, issues reported through the GIS portal, and repairs. By implementing this Program, the City not only limits liability, but also actively works to protect residents and visitors from potential injuries caused by tripping hazards.

 

On March 11, 2025, the City Council approved a Public Works contract with Gentry for Phase I of the FY 2024-2025 Sidewalk Repair Project. The City budgeted $80,000 for Phase I and Phase II of this project; the City awarded a contract for Phase I in the amount of $49,413, with a term of thirty (30) working days, in accordance with the City’s Purchasing and Contracting Guidelines. Phase I included the removal and replacement of approximately 3,200 square feet of damaged sidewalk and the remediation of root-related issues beneath the concrete.

 

Gentry completed the project in conformance with the specifications. On May 23, 2025, Public Works staff conducted a final inspection, and confirmed that all contract items, including final quantity adjustments, had been addressed. Gentry completed the contract closeout, including approval of the final quantities. Staff recommends the City Council declare final acceptance of the project based on the contractor’s successful completion of the project to the City’s satisfaction, and upon final acceptance, staff would record a notice of completion with the Los Angeles County Recorder’s office.
