2026 COMMEMORATIVE FLAG DISPLAY SCHEDULE

Summary:

 

Pursuant to Resolution No. 2021-10-6642, the City Council will consider the display of commemorative flags for the upcoming calendar year. After this initial agendized discussion, staff will return to a subsequent City Council meeting with a resolution supporting the City’s display of the selected flags.

1.                     Consider new/alternate commemorative flags for calendar year 2026.

 

2.                     Direct staff to return and bring to a future City Council meeting a Resolution memorializing the commemorative flags for calendar year 2026.

Fiscal Impact:

 

There is no fiscal impact associated with the recommended actions. The City’s practice is for the requesting party to purchase flags and provide them to the City for the duration of the display period.

 

Background:

 

On October 8, 2019, the City Council adopted Resolution No. 2019-10-6444 establishing the Commemorative Flag Policy. Subsequently, at its meeting on October 26, 2021, the City Council adopted Resolution No. 2021-10-6642, amending the Commemorative Flag Policy by shifting the review process earlier in the year to allow the month of January to be considered as part of the annual display calendar and clarifying where flags would be displayed in the event the City receives fewer than three flags (Attachment A).

 

Analysis:

 

Pursuant to the amended Resolution, in November of each year, the City Council considers the display of commemorative flags for the following year. After an initial agendized discussion, staff will return to a subsequent City Council meeting with a Resolution supporting the City’s display of the flags chosen. A majority of the City Council must vote affirmatively, for said Resolution, in order for the City to officially display the selected commemorative flags. The adopted 2025 Commemorative Flag Display Schedule is attached for the City Council’s information (Attachment B). 

 

Recommendation:

 

Staff recommends the City Council review and consider new proposed commemorative flags for display during the 2026 calendar year. As noted, the City’s Commemorative Flag Policy requires adoption of a Resolution at a subsequent City Council meeting supporting the City’s display of the flags chosen for Calendar Year 2026.
