Fiscal Impact:

There is no fiscal impact associated with receiving this report. Should the City Council direct staff to pursue additional actions, any associated fiscal impacts will be identified and presented for future City Council consideration.

Background and Analysis:

During the July 28, 2026, City Council meeting, a member of the public requested that the City Council consider establishing a student council to provide local youth with opportunities to participate in civic engagement and provide input on City programs and services. Following the public comment, Mayor Hansen received support requesting that staff return with an agenda item that would allow the City Council to further discuss and consider a youth outreach committee or student council.

If directed, staff would develop a proposed framework, including committee structure, gather relevant information, and prepare a report to provide the City Council with proposed options.
