Summary:
At the City Council meeting of March 14, 2023, Council Member Copeland requested, and Council Member Wilson seconded the placement of a discussion item regarding the following item for a future agenda:
Discuss the open space area of Westbluff Estates and consider assistance regarding beautification, safety, and security.

Background and Analysis:
Per the 2021 Manual of Procedural Guidelines for the Conduct of City Council and Constituent Body/Commission Meetings:
6.1 Preparation of Agenda.
Any member of the City Council may place any item on a future agenda by complying with the following process.
a) During the “New Business” portion of the agenda, provide a brief explanation of the item and request support for the item to be placed on a future agenda.
b) If any other Legislative Body member voices support to place the item on a future agenda, it will be listed on the next agenda under “City Manager Reports.” At the subsequent meeting, the City Council will have the opportunity to discuss the merits of the item and whether it should be placed on a future agenda for final action. If no other Legislative Body member voices support to place the item on a future agenda, the request will not be considered further.
c) If, after discussion of the item at the subsequent meeting, a majority of the City Council supports placing the item on a future agenda for final action, a detailed agenda report will be prepared by staff and the City Council will have the opportunity to deliberate and take final action on the item at that subsequent meeting. However, if, after discussion of the item at the subsequent meeting, a majority of the City Council does not support placing the item on a future agenda, the item will be considered completed with no further action to be taken.
d) When items are proposed for discussion on a future agenda during the “New Business” portion of the meeting, there will be no discussion of the proposed item beyond the brief explanation provided by the proposing City Council member and the voicing of support by other City Council members. Discussion of the merits of the item will be reserved for the following agenda, when the item has been properly agendized.
