Summary:
On March 28, 2023, the City Council awarded a contract to International Line Builders, Incorporated (ILB Electric) and established a Memorandum of Understanding between the City of Signal Hill and the City of Long Beach to allow the City of Signal Hill’s contractor to perform the project within the City of Long Beach’s jurisdiction. The purpose of the East 20th Street and Redondo Avenue Intersection Improvement Project (Project No. 90.20007) is to enhance safety and improve traffic flow at the intersection of Redondo Avenue and East 20th Street, a critical gateway to residential communities in Signal Hill, Long Beach, and to Browning High School.
Following the 2017 opening of Browning High School in the City of Long Beach, pedestrian and vehicle traffic increased in the surrounding area, including within the City of Signal Hill. In response, City staff reviewed traffic conditions and determined that a new traffic signal is warranted to improve vehicle circulation and provide safe pedestrian crossings. This project aimed to address these needs by installing a new traffic signal system, vehicle detection loops, improved striping layout, and pedestrian signal and push button systems, ultimately ensuring safer conditions for both motorists and pedestrians. ILB Electric performed the scope of work in compliance with the project specifications and to the satisfaction of the Public Works Department. Staff recommends the City Council adopt a Resolution declaring the work performed by ILB Electric as complete and in conformance with the approved plans and specifications.

Adopt a Resolution, entitled:
A RESOLUTION OF THE CITY OF SIGNAL HILL, CALIFORNIA, DECLARING WORK TO BE COMPLETED IN CONFORMANCE WITH THE PLANS AND SPECIFICATIONS FOR THE EAST 20TH STREET AND REDONDO AVENUE INTERSECTION IMPROVEMENT PROJECT IN ACCORDANCE WITH THE CONTRACT ENTERED INTO BETWEEN INTERNATIONAL LINE BUILDERS, INCORPORATED AND THE CITY OF SIGNAL HILL.

The City’s annual Capital Improvement Project budget for the E. 20th Street and Redondo Avenue Intersection Project (90.20007) is $627,714. The City Council awarded a contract to ILB Electric for the project in the amount of $448,479 and authorized a 10% contingency in the amount of $44,848, for a total not-to-exceed amount of $493,327. The final construction contract amount was $493,251 which includes utilizing $44,772 of the allowed contingency.
The total project costs, including payments to ILB Electric, both to date and the final progress payment of $32,187.59, as well as construction management and project design expenses, amounted to $569,006. The total budget savings on the project amounted to $58,708.
Background and Analysis:
On March 28, 2023, the City Council awarded a Public Works contract to ILB Electric to provide the installation of traffic signal equipment for a new signalized intersection. The contract scope of work included the following:
• Installation of new signal poles, signal mast arm, foundations, pedestrian heads, push buttons, conduit, striping, and pull boxes
• Vehicle Loops Detectors, Emergency Vehicle Preemption
• Concrete ADA curb ramp, sidewalk, curb and gutter, parkway drain
The final contract amount, as approved by the Public Works Director totaled $493,251. Following the completion of construction, the project underwent a final inspection and approval of final quantities, concluding successfully on March 7, 2025. Based on the contractor's satisfactory performance and compliance with project specifications, staff recommends the City Council adopt the proposed Resolution formally declaring the final acceptance of the project. Upon final acceptance, the City of Long Beach would assume maintenance and ownership responsibilities of the installed infrastructure as outlined in the Memorandum of Understanding (Attachment B).
