Summary:
Crossing guard services are a vital resource to ensure the safety of pedestrians, particularly students and families, near and around all school locations in the City. The City has maintained a long-standing partnership with All City Management Services (ACMS). With the current agreement set to expire on June 30, 2025, staff is proposing a fourth amendment to include an additional three-year agreement with ACMS, for a proposed increase of $362,181 and a new not-to-exceed contract amount of $1,027,866.06, to continue services through June 30, 2028.

Recommendation:
Staff recommends that the City Council approve the proposed Fourth Amendment and authorize the City Manager to execute the proposed agreement with All City Management Services for crossing guard services, for a term of three years and a total new not-to-exceed contract amount of $1,027,866.06, in a form approved by the City Attorney. If approved by the City Council, staff would issue a Notice to Proceed and begin coordinating with the contractor to continue services.

Fiscal Impact:
The proposed amendment would extend the term by an additional three years and add an additional cost of $362,181 to the agreement, resulting in a new not-to-exceed amount of $1,027,866.06. The billing rate for Fiscal Year 2025-26 would increase to $28.44, with a total annual cost of $112,622; this amount is included in the proposed Fiscal Year 2025-2026 Operating Budget. Under the proposed terms of the amendment, the annual cost for Fiscal Year 2026-27 would be $121,532 with a billing rate of $30.69. The annual cost for Fiscal Year 2027-28 would be $128,027 with a billing rate of $32.33.

Background:
The Police Department is committed to maintaining the safety of all residents and visitors of Signal Hill; this includes the safety of students, parents, and all pedestrians. The Police Department acknowledges that pedestrian and vehicular traffic increase during peak school hours and vary depending on the start and end times of each school. To ensure pedestrian and vehicular safety, the Police Department recommends an extension of the existing agreement with All City Management Services.
Analysis:
ACMS employs over 1,500 school crossing guards and provides reliable crossing guard services to over 100 jurisdictions in Southern California. ACMS has been managing public programs with special emphasis on traffic-related issues since 1985. ACMS is a vital component of public safety by providing additional visibility and safety for both children and adults crossing streets and intersections located near school sites.
The City’s current contract with ACMS provides crossing guard services while school is in session at a total of five intersections at three school sites including Signal Hill Elementary, Alvarado Elementary, and Jessie Nelson Academy. ACMS selected the following crossing guard locations based on factors such as volume of traffic and pedestrian times when students are coming to and from designated school sites:
• Signal Hill Elementary
o Walnut Avenue and Hill Street
o Walnut Avenue and 23rd Street
o Orange Avenue and 23rd Street
• Alvarado Elementary
o Cherry Avenue and 21st Street
• Jessie Nelson Academy
o Cherry Avenue and 20th Street
ACMS has provided consistent services during the previous agreement years and no known issues have been reported to the Police Department regarding absences with staff or any issues at any of the sites. ACMS has been receptive to any communications and continues to prioritize our City. Staff recommends a continued partnership with ACMS as the company has demonstrated its commitment to the safety of our Signal Hill community.
