Summary:

 

In April of 2021, the City of Signal Hill entered into a professional Services Agreement with All City Management Services, Incorporated (ACMS) to provide crossing guard services on City streets near schools. Since the start of the contract, the City has executed two amendments to increase the not-to-exceed amount and extend the contract term, which is currently effective through February 1, 2025, with a not-to-exceed amount of $579,200.72 based on a current hourly rate of $26.39. The third contract amendment, presented for City Council consideration, would extend the contract through June 30, 2025, and increase the not-to-exceed amount to $665,685.06 due to an hourly rate increase to $30.86.

1.                     Authorize the City Manager, or designee, to execute the proposed Third Amendment to the professional services agreement with ACMS to increase the contract not-to-exceed amount to $665,685.06 and extend the term through June 30, 2025.

 

2.                     Adopt a resolution, entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF SIGNAL HILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR 2024-2025

Fiscal Impact:

 

The Fiscal Year 2024-2025 adopted budget includes an appropriation of $147,573 for crossing guard services with ACMS.  Based on the updated rates and term extension through the end of the fiscal year, the updated annual contract cost would be now $172,569.12.  Staff is requesting a budget adjustment in the amount of $24,996.12 for Account No. 100-74-5400 - Contract Services.

 

Background and Analysis:

 

All City Management Services, Incorporated (ACMS) employs over 1,500 school crossing guards and provides reliable crossing guard services to over 100 jurisdictions in Southern California.  ACMS has been managing public programs with special emphasis on traffic-related issues since 1985. ACMS is a vital component of public safety by providing additional visibility and safety for both children and adults crossing streets and intersections located near school sites.

 

The City’s current contract with ACMS provides crossing guard services while school is in session at a total of five intersections at three school sites including Signal Hill Elementary, Alvarado Elementary, and Jessie Nelson Academy. The following crossing guard locations were selected by ACMS, who are the subject matter experts, based on factors such as volume of traffic and pedestrian times when students are coming to and from designated school sites:

o                     Walnut Avenue and Hill Street

o                     Walnut Avenue and 23rd Street

o                     Orange Avenue and 23rd Street

                     Alvarado Elementary

o                     Cherry Avenue and 21st Street

                     Jessie Nelson Academy

o                     Cherry Avenue and 20th Street

 

The City has been actively negotiating with ACMS since January 2024 to ensure the continued provision of quality services.  As part of negotiation, ACMS and the City agreed to a new hourly compensation rate for crossing guards of $30.86; this amount represents an increase of $4.47 from the current contract. During the current contract term, ACMS has consistently delivered satisfactory services, demonstrating a commitment to meeting the needs of the City and its schools. The ACMS supervisor works directly with school personnel to ensure that schedules are seamlessly coordinated, considering school hours, minimum days, holidays, and vacations. This collaborative approach between ACMS and school personnel has proven effective in maintaining operational efficiency and minimizing disruptions.

 

Considering ACMS's strong performance and the importance of its services to the City’s educational community, staff recommends extending the contract through June 30, 2025.This extension would ensure uninterrupted crossing guard services to the end of the school year and coincide with the end of the 2024-2025 Fiscal Year.  Additionally, to accommodate anticipated needs and potential increases in service demand, staff proposes an updated not-to-exceed contract amount of $665,685.06. The proposed adjustment would ensure the City of Signal Hill continues to provide essential services without interruption, supporting the ongoing success of our schools and its students.
