The Director’s Report provides updates on activities and actions related to the Parks, Recreation and Library Services Department and provides the Parks and Recreation Commission with information about City Council direction; status on park projects; and other programs and services.

Goal No. 4:                     Maintain and improve the City’s physical infrastructure, water system, and recreational spaces.

Updates and Analysis:

 

CITY COUNCIL

 

At the March 10, 2026, City Council Meeting:

                     The new Community Development Director, Greg Kapovich, was introduced.

                     City Council discussed scheduling of the annual Budget Workshop.  The final date selection is Thursday, May 14, 2026, at 6:00 p.m.

                     City Council approved the proposed Digital Billboard Site Lease Agreement between the City of Signal Hill and Clear Channel Outdoor, LLC for the removal of the existing City-owned billboard and installation operation, and maintenance of a new digital billboard at 3100 California Street.

                     City Council adopted Resolution No. 2026-03-6923 to amend the classification and compensation plan to include a Water Systems Supervisor.

                     City Council authorized staff to submit the Signal Hill GPAPR for calendar year 2025, the Housing Successor Annual Report (SB 341 report) to OPR and HCD.

 

At the March 24, 2026, City Council Meeting:

                     Mayor Hansen presented Bozena Jaworski with the City’s Outstanding Older American Award.

                     Mayor Hansen presented Adriana Lopez, Homeless Services Liaison, with a proclamation recognizing her work on Homeless Prevention efforts in the community.

                     City Council authorized the City Manager to enter a Public Works Purchase Agreement with Aqua-Metric Sales Company.

 

PARK PROJECTS

Civic Center Master Plan - Phase I (Amphitheater)

The Civic Center Master Plan (Plan) was approved and adopted by City Council at the August 27, 2024 meeting.

 

In September 2024 staff-initiated Phase I of the Civic Center Plan.  City staff and consultants presented a conceptual design for the amphitheater at the May 27, 2025, City Council meeting.  On November 25, 2025, the City Council approved a contract with CABD for the construction of the amphitheater.  Construction work began in January 2026 and project completion is anticipated at the end of the 2026 calendar year.

Hillbrook Park Wall Mural Art Project (Update)

 

On August 15, 2025, staff issued a Request for Qualifications - Call For Artists for a mural at Hillbrook Park Wall Mural Art Project (RFQ); the City received 15 submitted packages from various artists demonstrating their qualifications and past projects. The Review Committee evaluated the submitted packages and selected Victor “Ving” Fung as the artist to complete the mural.  The City Council awarded Fung a contract in January 2026.  The project is complete and an Artist Meet and Greet took place on March 12, 2026 to unveil the new art.
