PARK ASSIGNMENTS

Summary:
In July 2024, the Parks and Recreation Commission approved the current Revolving Objectives. In alignment with the Parks and Recreation Master Plan Goal 1.2, to maintain and improve existing facilities, parks, trails, and open spaces, the Commission assigns each commissioner a group of parks to visit, observe, and report out to the Commission and staff throughout the year, with a more comprehensive update in April of each year.
Strategic Plan Goal(s):
Goal No. 4 Maintain and improve the City’s physical infrastructure, water system, and recreational spaces.
Goal No. 5 Strengthen internal communication, recruitment, retention, systems, and processes to increase the effectiveness and efficiency of City services.

Assign and approve parks for each commissioner for the period June 2025-May 2026.

Background and Analysis:
Staff recommend that park assignments be distributed as follows given their proximity to each other by area (Attachment A):
1. Reservoir Park, Signal Hill Dog Park
2. Signal Hill Park, Heritage Point Park, and Calbrisas Park
3. Sunset View Park, Hilltop Park
4. Discovery Well Park, Panorama Promenade
5. Raymond Arbor Park and Hillbrook Park
Commissioners will provide feedback about:
1. Design of the park as it relates to amenities and user experience for consideration of future new park improvements.
2. Connectivity of the park in relation to other City buildings, parks, and amenities;
3. Overall experience and observations about the park.
Each commissioner will provide feedback in the form of a presentation (visual presentation with photos) to document and share their experience with each assigned park and discuss consideration for prioritizing maintenance needs and improvements on an annual basis each April or May. This will ensure that presentations are given prior to expiring terms and create a consistent schedule for commissioners to follow.
Additionally, commissioners will visit their assigned parks throughout the year, creating the opportunity to share feedback with staff on a regular basis through communication or utilizing the City’s mobile application or iWorqs platforms, to help expedite addressing topics such as safety concerns, graffiti, or other items that commissioners would like to bring to the attention of staff/City.
Further, with anticipated future potential renovations to parks and enhancements, including Reservoir Park and Signal Hill Park, the commissioners will be asked to provide their input and feedback in the design process. This information will be taken into consideration as part of the park improvement process.
Park assignments are brought before the commission each June for consideration of updating assignments in anticipation of potential newly appointed commissioners attending their first meeting in June.
