Summary:
In October 2025, the Los Angeles County Development Authority (LACDA) notified the City of a Federally mandated change in eligibility requirements of Community Development Block Grant (CDBG) funded programs. The new eligibility criteria requires that cities collect a form of citizenship for each member of the household, regardless of age, by providing one of the following: evidence of citizenship, eligible immigration status, or Declaration of Attestation to United States citizenship beginning in Fiscal Year 2025-2026. The City Council will consider approving an amendment to the adopted CDBG program to redesignate funding for the Senior Food Distribution Program (Program) for FY 25-26 and FY 26-27 to the ADA Street and Sidewalk Improvements Project (Project). The current budget for the Parks, Recreation and Library Services Department Operating Budget includes a funding allocation for the Program, which would continue without disruption.

Adopt the following resolution, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA APPROVING THE CLOSURE OF THE CITY’S COMMUNITY DEVELOPMENT BLOCK GRANT SENIOR FOOD DISTRIBUTION PROGRAM FOR FISCAL YEARS 2025-2026 AND 2026-2027

Fiscal Impact:
The proposed amendment updates the CDBG roster to reflect that the Senior Food Distribution Program for FY 25-26 and FY 26-27 would no longer include CDBG as a funding source. The proposed amendment pertains only to the CDBG roster and does not amend the City’s Operating Budget. To ensure proper closeout of the program for FY 25-26, the City would repay the $10,521 previously allocated from CDBG using available funds from the City’s General Fund. For FY 26-27, funding for the Senior Food Distribution Program is included in the Parks, Recreation and Library Services Department Operating Budget. These proposed changes ensure compliance with CDBG requirements while maintaining support for the program through alternative City resources.
Background:
On December 10, 2024, the City Council approved the CDBG programs for FY 25-26, including the Senior Food Distribution Program. On January 27, 2026, the City Council approved programs for FY 26-27 as well as the CDBG Revolving Grant advancement in totaling $150,000 for the FY 25-26 ADA Street and Sidewalk Improvements Project. The purpose of the Revolving Grant Fund is to allow participating cities in good standing the opportunity to request an advance of CDBG funds to implement and complete eligible CDBG Projects. The Revolving Grant Fund allows for the construction of eight new ADA ramps and sidewalk improvements as part of the FY 25-26 Project.
Analysis:
On October 10, 2025, LACDA issued Bulletin 25-0020 requiring cities to obtain documents for evidence of citizenship, eligible immigration status, or Declaration of Attestation to United States citizenship for each member of the household, regardless of age, in the CDBG funded programs, retroactive to FY 25-26 and the current FY 26-27 (Attachment A). The collection of documents would only apply to public service programs which would include the Senior Food Distribution Program. After reviewing the new eligibility requirements, the City elected to offset the cost of the Program through the General Fund for both fiscal years. The City is required to repay the FY 25-26 Program funds allocated to the Senior Food Distribution Program in the amount of $10,521. LACDA will place this repayment in the City’s CDBG Unallocated Fund Balance and reallocate this funding to the ADA Ramp Project program. The City would continue providing services to residents under existing eligibility criteria and remain in compliance with the program guidelines, without collecting eligibility documents. Staff recommends the City Council approving the Resolution to amend the adopted CDBG program and redesignate funding for the Senior Food Distribution Program (Program) for FY 25-26 and FY 26-27 to the ADA Ramp Project program.
