Summary:

 

The City is a member of the Los Angeles Gateway Region Integrated Regional Water Management Joint Powers Authority (GWMA) and participates on the Governing Board. In accordance with the Governing Board’s bylaws, Board Members and alternate Board Members serve in consecutive two-year terms without requiring reappointment, unless the City desires to change its representative or must fill a vacancy. Staff recommends appointing the Deputy Director of Public Works as the City’s Board Member and appointing the City Manager and Deputy City Manager as alternate Board Members.

There is no fiscal impact associated with the recommended action.

 

Background and Analysis:

 

The GWMA was formed in 2007 in response to the passage of two voter-approved water bonds, Proposition 50, passed in 2002, and Proposition 84, passed in 2006. GWMA’s mission is to address the regional water planning needs of the Gateway Cities of Los Angeles County. In 2009, the California Department of Water Resources recognized GWMA as a member responsible for regional planning for the Gateway Cities region. GWMA membership currently includes 25 cities and three water agencies. GWMA has successfully obtained grants on behalf of its members, resulting in millions of dollars in funding distributed among GWMA members for planning efforts and projects. Signal Hill has directly benefitted by receiving over $4 million in grant funding for projects and programs to address state-mandated storm water requirements and water supply reliability.

 

Signal Hill was one of the original 11 cities that formed GWMA in 2007. Under the GWMA Agreement, each member agency must appoint one member to the Governing Board and up to three alternate Board Members to serve a two-year term. In 2019, the GWMA Board updated its bylaws to allow Board Members and alternate Board Member(s) to serve continuously across successive two-year terms such that the governing body need not re-appoint the same persons to the GWMA Board every two years, unless the governing body desires to change its designated Board Member and/or alternate Board Member(s) or must otherwise fill a vacancy. The GWMA Board consists primarily of Public Works Directors and management-level staff with storm water or water supply responsibilities. Currently, the City’s Governing Board Member and alternate Board Member positions are vacant.

 

Staff recommends appointing one primary Board Member and two alternates to represent Signal Hill on the GWMA Board for a term of two (2) years, to serve continuously until such time the City Council desires to change its designated members or must otherwise fill a vacancy. In accordance with the GWMA’s Bylaws, all non-legislative body appointments to the GWMA Board must be done by Resolution. Staff recommends the City Council appoint Deputy Director of Public Works Gabino Luna to serve as the GWMA’s Board Member representative, and appoint City Manager Carlo Tomaino and Deputy City Manager Yvette Aguilar as alternate Board Members.
