Summary:
The City’s Sidewalk Maintenance Program establishes a proactive approach to repairing sidewalks and ensure compliance with the latest Americans with Disabilities Act (ADA) guidelines. The Sidewalk Maintenance Program addresses and prevents trip and fall incidents on public sidewalks which can result from aging, ground settlement, and tree root expansion. The Sidewalk Maintenance Program consists of three steps: (1) sidewalk inspections, (2) reporting entry via the GIS portal, and (3) repairing infrastructure through the City’s Annual Sidewalk Repair Project.
For Fiscal Year (FY) 2026-27, the Annual Sidewalk Repair Project includes the removal and replacement of approximately 4,023 square feet of sidewalk at various locations throughout the City. The City performs this work annually to improve the safe path of travel for pedestrians and in accordance with its Sidewalk Inspection Program. After a comprehensive and competitive bidding process, staff recommends awarding a contract to Ruiz Concrete and Paving, Incorporated for the construction of the FY 2026-27 Annual Sidewalk Repair Project (Project No. 90.27007).

1. Authorize the City Manager to enter into a Public Works Contract with Ruiz Concrete and Paving, Incorporated, for construction of the FY 2026-27 Annual Sidewalk Repair Project (Project No 90.27007), for a term of 30 working days, a not-to-exceed contract amount of $58,251.50, and in a form approved by the City Attorney.
2. Authorize a project contingency of $21,748.50 and up to a 30-working-day term extension to be utilized by the Public Works Director for additional scope of work to be performed on adjacent streets during construction.

Fiscal Impact:
The total budget for the FY 2026-27 Annual Sidewalk Repair Project is $80,000, with $50,000 funded by Measure R (Fund 236) and $30,000 funded by RMRA SB-1 (Fund 238). While the cost estimate anticipated a total project cost of $79,271.68, the lowest responsible bidder submitted an actual bid of $58,251.50, which was lower than anticipated. As a result, Staff proposes expanding the scope of work to incorporate additional concrete sidewalk repairs on adjacent streets taking full advantage of the competitive unit price from the lowest bidder. Public Works is requesting a contingency amount of $21,748.50, bringing the total allowable budget of $80,000.00 under this contract for citywide sidewalk repairs.
This proposed planned use of the contingency exceeds the typical 10% project standard because staff’s original project estimate was higher; the lower bid allows the City to address more repair needs within the budgeted funds. This approach maximizes the impact of the available funding and increases the City’s ability to repair additional sidewalks.
Background and Analysis:
The objective of the City’s Sidewalk Maintenance Program is to proactively identify and maintain the public sidewalks. The Sidewalk Maintenance Program consists of conducting sidewalk inspections and generating a report that locates and prioritizes damaged sidewalks based on the degree of vertical displacement and the relative amount of foot traffic within the area. Subsequently, the report establishes a schedule for necessary sidewalk repairs, adhering to the guidelines outlined in the City’s sidewalk inspection policy.
The Fiscal 2026-27 Annual Sidewalk Repair Project involves removing and replacing approximately 4,023 square feet of concrete sidewalk, including excavating tree roots beneath the sidewalk and approximately 70 linear feet of curb and gutter. The removal areas cover up to approximately thirty locations within the City, as shown in Exhibit “A-1.”
Bid Circulation Process
On July 2, 2026, staff issued a Notice of Inviting Bids (NIB) for the Sidewalk Repair Project. The City posted the NIB on PlanetBids via the City’s online portal and the City’s public notice locations identified in Signal Hill Municipal Code Section 1.05.010. The City notified twenty-nine prospective bidders of the bid opportunity through PlanetBids, and a total of twenty-nine prospective bidders downloaded the contract documents. The City required bids to be submitted by July 24, 2026, at 2:00 p.m.

Ruiz Concrete and Paving, Incorporated, submitted the lowest bid of $58,251.50 and submitted all required documents and bid bonds before the bid closing date and time. Staff conducted reference checks on the company’s listed projects in the Statement of Qualifications and verified that Ruiz Concrete and Paving, Incorporated holds the proper license to perform the work under this contract. Ruiz Concrete and Paving previously completed work for the City and remains in good standing. Staff also reviewed the company’s bid documents and found all documents complete and in good order; therefore, staff determined Ruiz Concrete and Paving Incorporated to be the lowest responsible, responsive bidder.
Since Ruiz Concrete and Paving submitted a bid significantly lower than the estimated which was based on the average bids received from previous contracts, staff recommends utilizing up to $21,748.50 for sidewalk repairs on nearby streets, utilizing all available funds for this fiscal year’s annual repairs for a total project cost not to exceed $80,000. If the City Council approves the request, staff would issue a Notice to Proceed (NTP) and begin coordinating with the contractor. Staff anticipates construction would begin in early September 2026 with completion within 30 working days following NTP.
