Summary:

 

The United States Department of Homeland Security (DHS) implements grant programs that support the DHS/Federal Emergency Management Agency (FEMA). The focus of these grants is to enhance resiliency and preparedness for emergencies. The City has been awarded the Emergency Management Performance Grant (EMPG) 24 funding in the amount of $6,000. The grant funding would be used to offset the City’s training costs for the Emergency Management Coordinator. Staff recommends the City Council adopt a Resolution authorizing a budget adjustment to increase grant revenue by $6,000 and related expenditures and authorize the City Manager to accept the grant.

1.                     Authorize the City Manager to accept grant funding through the Emergency Management Performance Grant (EMPG) 24 grant; and

 

2.                     Adopt a Resolution, entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SIGNAL HILL, CALIFORNIA, AMENDING THE ADOPTED BUDGET AND AUTHORIZING BUDGET APPROPRIATIONS FOR FISCAL YEAR 2025-26.

Fiscal Impact:

 

The EMPG 24 total award amount is $6,000. Staff proposes utilizing the awarded funds to offset related expenditures during the period of July 1, 2025 through June 30, 2026. Staff would use the funds to fund training costs for the Emergency Management Coordinator; the recommended action will result in a net-zero effect on the General Fund. This revenue source requires a Resolution authorizing a budget adjustment to increase grant revenues in the General Fund Account (100-33-4700) by $6,000, and the Travel and Training Account (100-77-5320) expenditure account by the same amount.

 

Background and Analysis:

 

The Homeland Security Grant Program oversees the EMPG, Federal funding that focuses on all-hazards emergency preparedness. EMPG funding addresses key challenges that agencies face in the field of emergency management. EMPG funding is shared across Disaster Management Area F, which consists of Signal Hill, Long Beach, and Avalon. EMPG funding is earmarked for purchases related to emergency management as well as the maintenance and equipping of the City’s Emergency Operations Center (EOC). In previous years, the City utilized EMPG funding to fund a variety of training, equipment, and supplies to enhance the emergency management programs and functions. Los Angeles County, as the central grant recipient, manages all EMPG applications and divides the total funding allocation across jurisdictions depending on need, project type, and the subrecipients’ utilization history of funding.

 

The City’s EMPG funding may be utilized for eligible emergency management related expenditures. Staff recommends utilizing the funding to cover costs associated with the Emergency Management Coordinator’s attendance at the National Homeland Security Conference and the International Association of Emergency Managers annual conference. Staff participation in training conferences provides opportunities to strengthen professional skills, stay current with evolving industry standards, build valuable networks, and apply lessons learned from real-world case studies to improve City preparedness. All expenses would be fully funded by the grant award and would not impact the General Fund.

 

Next Steps:

 

Staff recommends amending the adopted Fiscal Year 2025-2026 budget by adopting a Resolution to account for the corresponding increase in revenue and expenditure (Attachments A and B). As stipulated in the attached Subrecipient Agreement, the grant’s period of performance runs from July 1, 2024 to June 30, 2026, with full reimbursement anticipated by March 2026 (Attachment C).
