Summary:
On September 23, 2025, the City Council awarded a Public Works Contract to Westover Controls Corporation for the Police Department HVAC Upgrades Project (Project). The Project’s objective is to restore and modernize the existing HVAC control system, by replacing obsolete software and hardware components and implementing necessary upgrades to improve system reliability, energy efficiency, and temperature and humidity control at the Police Department facility. Westover Controls Corporation completed the project in accordance with the approved plans and specifications and to the satisfaction of the Public Works Department. Staff requests that the City Council declare final acceptance of the Police Department HVAC Upgrades Project for a final contract amount of $74,924.96 and direct staff to record a Notice of Completion with the Los Angeles County Registrar-Recorder’s Office and thereafter process the retention release on the contract.

1. Accept the work in conformance with the plans and specifications for Police Department HVAC Upgrades Project in accordance with the contract entered into between Westover Controls Corporation, and the City of Signal Hill, and authorize the City Manager to execute the Notice of Completion; and
2. Direct staff to record the notice of completion with the Los Angeles County Registrar Recorder’s office.

Fiscal Impact:
The City Council awarded a contract to Westover Controls Corporation for the Police Department HVAC Upgrades Project in the amount of $74,924.96. The final contract amount remained within the approved project budget of $74,924.96. The City funded this project through the Police Department HVAC System Upgrade Project (Project No. 90.25014) and the Facilities Maintenance Division Contract Services account (100-92-5400).
Background and Analysis:
On September 23, 2025, the City Council approved a Public Works Contract with Westover Controls Corporation to upgrade the HVAC system at the Police Department facility. The project addressed persistent operational problems, including temperature regulation failures, fluctuating humidity levels, and reduced efficiency. The scope of work included replacing outdated HVAC control software and associated hardware, restoring the existing automation control system, and upgrading elements necessary to improve the system reliability, energy efficiency, and climate control throughout the facility. The City selected Westover Controls Corporation because the firm installed the original system, continues to maintain the City’s system, and possesses the specialized expertise to complete the retrofit. This approach . preserved the existing infrastructure, avoided unnecessary capital replacement of functional equipment, and provided a practical, cost-effective solution that improved system performance while minimizing cost and operational disruption.
During construction, the contractor encountered compatibility issued between the existing HVAC control system and the upgraded software that required additional programming, troubleshooting, testing and system integration. In addition, procurement lead times for several specialized components and materials extended the project schedule. The City approved a time extension to allow the contractor to complete the work in accordance with the contract requirements and City standards. The Public Works Department conducted a final inspection and verified completion of all punch list items. Based on satisfactory completion of the work, staff recommends the City Council declare final acceptance of the project. Following acceptance, staff will record the Notice of Completion with the Los Angeles County Registrar-Recorder’s office and process the retention release.
