Summary:
Staff will present the 2022 Prioritization and Implementation Plan (PIP) from Community Services Department for City Council consideration. The PIP will be incorporated into the Environmental Resources Element of a future General Plan Amendment.

Funding to complete PIP projects and goals will be considered by the Council during the regular budget development process.
Strategic Plan Objective:
Objective No. 3.5: Update the Parks and Recreation Master Plan.
Background:
At its meeting of February 9, 2021, the City Council received a status update regarding the 2021 Parks and Recreation Master Plan (PRMP) and authorized the development of a companion document identified as the Prioritization and Implementation Plan (PIP) (Attachment A). Both documents will be incorporated into the Environmental Resources Element of a future General Plan Amendment, which will be presented to the City Council after review by the Parks and Recreation and Planning Commissions.
Analysis:
The PIP is intended to identify relevant and attainable priorities related to park, trail, facility, and program development over the next 10 to 15 years in the areas of:
• Planning, Policy and Programs
• Capital Improvement Project
In developing the PIP, staff thoroughly reviewed several planning documents created by the City and Department over the past 10 years, including the 2021 PRMP, and identified:
• Goals that had been completed;
• Goals that were still considered priorities for the community but had not yet been completed; and
• Goals that were no longer relevant or applicable.
Once completed, the Parks and Recreation Commission hosted a study session on March 17, 2021 for residents to provide feedback on four identified goals and associated objectives and Commissioners to then prioritize the goals. A total of 18 residents participated in the workshop.

• Goal 2: Continue to Improve Programs and Service Delivery and Ensure
Affordability
• Goal 3: Continue to Improve Organizational Efficiencies
• Goal 4: Increase Financial Opportunities
The 2022 PIP is intended to supplement the PRMP and will serve as a work plan for the Community Services Department for the next 10 to 15 years (Attachment B). Funding to complete PIP projects and goals will be considered by the Council during the regular budget development process.
