Summary:

 

The United States Department of Homeland Security (DHS) implements grant programs that support the DHS/Federal Emergency Management Agency.  The focus of these grants is to enhance resiliency and preparedness for emergencies. The City has been awarded the Emergency Management Performance Grant (EMPG) 22 funding in the amount of $97,150.  The grant funding would be used to offset City costs to upgrade the Emergency Operations Center and resources and supplies related to emergency management functions and outreach. Staff recommends the City Council authorize the City Manager to accept the grant and adopt a resolution authorizing a budget adjustment to increase grant revenue by $97,150 and related expenditures.

1.                     Authorize the City Manager to accept grant funding through the Emergency Management Performance Grant (EMPG) 22 grant.

Fiscal Impact:

 

The Emergency Management Performance Grant (EMPG) 22 total award amount is $97,150. Staff proposes utilizing the awarded funds to offset related expenditures during the period of July 1, 2023, through June 30, 2024. This revenue source requires a resolution authorizing a budget adjustment to increase grant revenues in the General Fund Account (100-33-4700) by $97,150 and related expenditures by the same amount in the Capital Outlay Account (100-77-5840).  Staff will use the funds for equipment and supply purchases for the City’s Emergency Operations Center and supplies related to emergency management. The recommended action does not impact the General Fund.

 

Background and Analysis:

 

The Homeland Security Grant Program oversees the Emergency Management Performance Grant (EMPG), Federal funding that focuses on all-hazards emergency preparedness. EMPG funding addresses key challenges that agencies face in the field of emergency management. EMPG funding is shared across Disaster Management Area F which consists of Signal Hill, Long Beach, and Avalon. EMPG funding is earmarked for purchases related to emergency management as well as the maintenance and equipping of the City’s Emergency Operations Center (EOC). In previous years, the City utilized EMPG funding to fund a variety of training, equipment, and supplies to enhance the emergency management programs and functions.  Los Angeles County, as the central grant recipient, manages all EMPG applications and divides the total funding allocation across jurisdictions depending on need, project type, and the subrecipients' utilization history of funding.

 

The City’s EMPG funding may be utilized for eligible EOC related expenditures.  Staff recommends utilizing the awarded funding for technology upgrades to the City’s EOC, including the purchase of outreach materials, supplies, and equipment for emergency management activities. The proposed technology equipment would include new laptops and tablets, a new smart board, a new speaker podium, and emergency kit supplies for the public. All purchases would be fully funded by the grant award and would not impact the General Fund. Staff recommends amending the adopted budget Fiscal Year 2023-2024 budget by adopting a Resolution to account for the corresponding increase in revenue and expenditure (Attachments A and B).  As stipulated in the attached Subrecipient Agreement, the grant’s period of performance runs from July 1, 2022, to June 30, 2024, with full reimbursement anticipated by September 2024 (Attachment C).
