Summary:

 

The United States Department of Homeland Security (DHS) implements grant programs that support the DHS/Federal Emergency Management Agency.  The focus of these grants is to enhance resiliency to emergencies and enhance preparedness. The City has been awarded the State Homeland Security Program (SHSP) 22 grant in the amount of $45,577. The awarded SHSP 22 grant funding will be used to offset the Police Department’s costs for the upgrade of a security video server. Staff recommends the City Council authorize the City Manager to accept the grant and adopt a resolution authorizing a budget adjustment to increase grant revenue by $45,577 and related expenditures.

Fiscal Impact:

 

The State Homeland Security Program Grant (SHSP) 22 total award amount is $45,577. Staff proposes utilizing the awarded funds to offset related expenditures during the period of September 1, 2022, through April 30, 2024.  This revenue source requires a resolution authorizing a budget adjustment to increase grant revenues and related expenditures in the Urban Area Security Initiative (UASI) Grant Fund 270 by $45,577.

 

Background and Analysis:

 

The State Homeland Security Program (SHSP) Grant is a Federal program that supports state, local, tribal, and territorial efforts to prevent, protect against, respond to, and recover from acts of terrorism and other catastrophic events. The Police Department has been successful in securing SHSP grant funding to offset expenditures related to the purchase of equipment to enhance the protection of critical facilities and staff training to support mitigation and response to terrorism incidents. The Los Angeles County, as the central grant recipient, manages all SHSP grant applications, and divides the total funding allocation across jurisdictions depending on need, project type, and the subrecipients' utilization history of funding.

 

As noted, the City’s SHSP grant may be utilized to fund eligible technological expenditures.  Staff recommends utilizing the award to upgrade the Police Department’s video storage server and hardware, which manages the Police Station’s video surveillance system and inmate visitation equipment. This upgrade to the Police Station’s network video storage server would allow for enhanced data capacity and encryption, bringing the technology up-to-date and increasing protection from cybersecurity issues. The City of Signal Hill was granted a deadline extension by the County of Los Angeles for completion of all purchases and submission of reimbursement packages through April 30, 2024. The County of Los Angeles would then submit compiled reimbursements to FEMA to meet the grant’s period of performance of September 1, 2022, to May 31, 2024. The City anticipates receiving full reimbursement by the end of 2024.

 

Staff recommends the City Council adopt the proposed Resolution amending the Fiscal Year 2023-2024 budget to increase revenue and corresponding expenditure related to the grant. Staff is providing the City’s subrecipient agreement for the City Council information (Attachment C). SHSP funding is used to address capability targets and gaps identified in Los Angeles County’s regional Threat and Hazard Identification and Risk Assessment.
